Businesses get the same access, which matters in a town where galleries, studios and small shops turn over displays and fixtures regularly.

The Stairs Are the Real Limit

Here is what actually governs removal in Laguna Beach.

Homes are built into hillsides running down to the water. Many are reached by long outdoor stairways from the street, sometimes thirty or forty steps. Others sit below road level entirely, or stack three stories with the bedrooms at the bottom. Meanwhile, street parking is scarce and the streets themselves are narrow and winding.

The city program collects from the curb. Consequently, the ten-item allowance assumes somebody has already carried ten items up a staircase to the road. For a mattress or a sleeper sofa, that is the entire difficulty of the job.

What Is Not Accepted

Construction and demolition debris is excluded, which rules out remodel material, tile, drywall and lumber.

Household hazardous waste is out as well. Paint, solvents, pesticides and motor oil go to a county collection facility, and OC Waste and Recycling publishes the sites and hours.

Festival Season and Turnovers

Laguna runs on a seasonal rhythm. The Festival of Arts, the Pageant of the Masters and the Sawdust Festival fill the summer, and a lot of property changes hands or changes use around those months.

Vacation rentals reset between guests, studios clear out after a season, and galleries rotate stock. Those are deadline jobs. Therefore, a collection scheduled for whenever the next date falls rarely fits.
